Mission planning is the highest layer of a robot's decision stack, translating operational goals into ordered sequences of tasks, routes, and contingencies, such as which waypoints to visit, which inspections to perform, and how to respond to failures or low battery. Implementations range from finite state machines and behavior trees to task-network planners and optimization-based schedulers, coordinating with fleet management for multi-robot operations.
